We are very interested in purchasing a home in Black Rock Estates that is currently on the market. We'd like more information on what the C&R are and how the Architectural Review is handled. We've read the covenants document but it only states that the developer must review every little detail and had final say on what can and can't be done without any guidance. We'd like to build a tasteful outbuilding to be used as a work shop behind the house/drive-way (which backs to undeveloped land).

But we want to be sure before we buy.

Any info would be appreciated.
